Register BufferNamespaceApi onBufferActivate listener with disposables (#5906)

Browse Source 
Wrap the onBufferActivate subscription in this._register so it is
disposed when BufferNamespaceApi is disposed, matching the pattern used
elsewhere in the codebase.
