Add char-based custom glyph scaling
...
Draw calls can now be scaled by the char bounding box instead of the
cell bounding box. This means these character won't be stretched. Both
can also be used at the same like as is the case with 1FBBC RIGHT OPEN
SQUARED DOT.

- Uses fontforge + helper bin/convert_svg_to_custom_glyph.js
- Some of these are very large. They'll be much smaller after gzip but
if this becomes a problem we can compile the svgs into a binary format
