Blake Morrison 5b4c4781f3 Add an Identity category with true-alter/cli as its first entry 
The list currently has 59 category headings but none cover Identity. Adds the section between Home Automation and Industrial & IoT in the alphabetical order CONTRIBUTING.md asks for with one entry under it.
