docs: add /plugins dashboard and marketplace remove command (v1.0.69-1.0.70)

Document two features from recent Copilot CLI releases that were missing
from the installing-and-using-plugins learning hub page:

- /plugins dashboard (v1.0.69): interactive TUI for managing installed
  plugins within a session, including reloading extensions mid-session
- marketplace remove (v1.0.70): unregister a plugin marketplace you no
  longer need via `copilot plugin marketplace remove <name>`

### Loading Plugins from a Local Directory
