Relocate src/common/primitives and src/common/runtime to src/primitives and src/runtime. Add src/tsconfig.json as the primitives+runtime solution. Update tsconfigs, esbuild, webpack aliases, publish path, and docs. Co-authored-by: Daniel Imms <Tyriar@users.noreply.github.com>
