Lukas Geiger 8989a09853 Prefer const vs let for variables that are only declared once 
Requires that variable declarations use `const` instead of `let` and `var` if possible.

This is mostly for code readability, performance wins are debatable.

- remove prefix/postfix
- optional collect arg where needed
- tempPrefix handler removed
- replaced .bind with () => notation
- moved callback registering to ctor again

Repro:
- Run `ipython` (version 6.2.1)
- Copy multiple lines of text and paste into ipython prompt, e.g.
```py
print(1)
print(2)
print(3)
```
- Before: first line would paste and run, and subsequent lines are lost
- After: all lines paste into single prompt
