Introduce MicrotaskTimer as a TimeoutTimer-style helper that schedules a single runner via queueMicrotask, with set and cancel but no cancelAndSet. Use it in DecorationLineCache to batch insert/delete line-index updates after marker line adjustments, replacing ad-hoc queueMicrotask scheduling.
