acme: clarify the purpose of CertOption interface

acme: add function to check rate limits
This change exposes a function to extract rate limit duration
from a client error using Retry-After response header.

acme: expose internal/acme as acme package
This moves all of internal/acme into the acme package,
making the lower level API accessible by any other package.
Fixes golang/go#16938.
