- Add allowed-tools field to frontmatter (ask_user, sql,
  fetch_copilot_cli_documentation) addressing review threads
- Note CLI-specific targeting in description
- Replace fabricated install commands (brew, npm, winget, curl)
  with correct GitHub CLI paths (gh copilot)
