Upgrade gh-aw from v0.88.8 to v0.89.21, refresh tracked workflow locks and action pins, and fetch complete history for the resource staleness report.

Aaron PowellandCopilot App db8300f72f fix(workflows): use copilot-requests auth for PR Quality Signal Review (#3722) 
The agent failed to resolve the 'auto' model alias because the
COPILOT_GITHUB_TOKEN secret returned 401 on the models endpoint.
Grant copilot-requests: write so the engine authenticates with the
workflow GITHUB_TOKEN, matching the other agentic workflows.

Fixes #3669

* Add Copilot code review quality guidance

Add a repository-specific Copilot Code Review skill for repo-fit, provenance, differentiation, validation, and marketing-signal review. Wire it into the repo review instructions and CODEOWNERS, add an advisory PR quality-signal workflow, and tighten the Learning Hub updater instructions to reuse existing bot PRs instead of creating duplicate stale update PRs.
