The Learning Hub content lives in website/src/content/docs/learning-hub,
but the workflow's safe-outputs allowed-files globs still pointed at the
old website/learning-hub location. As a result, the daily run produced
valid content updates that were rejected by the code-push guardrail
("patch modifies files outside the allowed-files list"), leaving the
workflow failing and the Learning Hub stale (see #3736, #3720).
- Update allowed-files for create-pull-request and
push-to-pull-request-branch to website/src/content/docs/learning-hub/**/*.md
- Update the stale website/learning-hub path references in the prompt
- Regenerate learning-hub-updater.lock.yml with gh aw compile (v0.88.8)
* Refactor Learning Hub content to reduce changelog-audit-trail noise
Follows up on the Learning Hub content audit report: automated
changelog-driven PRs had turned several evergreen guide pages into a
version-history audit trail rather than current-state documentation
(e.g. copilot-configuration-basics.md had 86 inline vX.Y.Z+ tags).
Content changes:
- copilot-configuration-basics.md, installing-and-using-plugins.md,
building-custom-agents.md, automating-with-hooks.md, and
understanding-mcp-servers.md: removed decorative inline version
tags from the main teaching flow so pages read as 'how to use this
today' rather than 'when this changed'. Genuinely actionable
history (renames, removed flags/settings, breaking defaults) is
consolidated into a new Compatibility and Migration Notes section
per page instead of being scattered inline.
Automation change:
- .github/workflows/learning-hub-updater.md (+ recompiled .lock.yml):
added a 'stale version notes' detection step, a content model that
distinguishes evergreen guides from Compatibility and Migration
Notes sections, consolidation rules, and a required content-cleanup
checklist item in the PR body, so future automated updates keep
this pattern instead of re-accumulating inline version chronology.

* Initial plan
* Fix PR duplicate check not running on external contributor submissions
Add forks: [\"*\"] and roles: all to pr-duplicate-check.md so the
agentic workflow runs for all PR authors, including external contributors
submitting from forks. Previously, the generated lock.yml contained:
- A fork repository check blocking all fork PRs from running
- A team membership check (admin/maintainer/write) blocking external contributors
Recompiled with gh aw compile to regenerate pr-duplicate-check.lock.yml.
The pre_activation job (which held the membership gate) is now removed,
and the activation job runs unconditionally for all pull_request events.
