Migrate pcf-development from empty plugin to skill

The pcf-development plugin had no agents, skills, or commands
referenced - just an empty shell. Convert it to a proper skill
with comprehensive PCF development guidance.

Also resolve merge conflict in CONTRIBUTING.md.
