ci(workflows): upgrade gh-aw and restore staleness history (#4621)

Browse Source 
Upgrade gh-aw from v0.88.8 to v0.89.21, refresh tracked workflow locks and action pins, and fetch complete history for the resource staleness report.

Closes #4346
