feat(external-plugins): label submissions by repository ownership

Browse Source 
Classify org-owned repositories as first party (Microsoft, GitHub, Azure,
dotnet, MicrosoftDocs, microsoftgraph; case-insensitive) or third party.
User-owned repositories receive no ownership label.
