* Initial plan
* feat: add PR duplicate check agentic workflow
Adds a new GitHub Agentic Workflow that triggers on pull_request
events (opened, synchronize, reopened) to detect potential duplicate
agents, instructions, skills, and workflows being contributed via PR.
When relevant files are changed, the agent compares them against
existing resources and posts a comment on the PR listing any potential
duplicates with context and a suggestion. If no relevant files are
changed or no duplicates are found, it calls noop.
- .github/workflows/pr-duplicate-check.md: source workflow (gh-aw format)
- .github/workflows/pr-duplicate-check.lock.yml: compiled workflow

Scoped custom token only to create-pull-request safe output.
All other operations use default token fallback chains.
Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
Without explicit github-token, the compiler generates a proper
fallback chain (GH_AW_GITHUB_TOKEN || GITHUB_TOKEN) ensuring
a valid token is always available for git push operations.

The default GITHUB_TOKEN cannot push branches in this org.
Add explicit github-token using GH_AW_GITHUB_TOKEN secret
to the create-pull-request safe output.

Adds an agentic workflow triggered by #codeowner comments on PRs.
It creates a PR against staged updating CODEOWNERS with the PR's
files (in agents/, skills/, instructions/, workflows/, hooks/,
plugins/) owned by the PR creator.

Update the duplicate resource detector agentic workflow to no longer
reference prompts, which are no longer a supported resource type.

The [skip ci] tag in the publish commit message was preventing
downstream workflows (e.g. deploy-website.yml) from triggering
on the push to main.

Merges the two separate action workflows (block-workflow-yaml.yml and
validate-agentic-workflows.yml) into a single validate-agentic-workflows-pr.yml
with two jobs: check-forbidden-files runs first, then compile-workflows
runs only if the file check passes.
Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
Workflows are now standalone .md files in workflows/ — no subfolders
or README.md needed. Each file contains both the metadata frontmatter
(name, description, triggers, tags) and the agentic workflow definition
(on, permissions, safe-outputs) in a single file.
Updated all build scripts, CI workflows, docs, and review checklists.
Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
Prevents contributors from pushing compiled YAML (.yml, .yaml, .lock.yml)
or .github/ directories into the workflows/ directory. Only .md markdown
source files are accepted — compilation happens downstream via gh aw compile.
This is a security measure to prevent malicious GitHub Actions code
from being introduced through contributed agentic workflows.

Adds validate-agentic-workflows.yml that runs on PRs touching workflows/.
Uses gh-aw CLI setup action to install the compiler, then runs
'gh aw compile --validate' on each workflow .md file. Posts a sticky
PR comment with fix instructions on failure.
Also adds workflows/** to validate-readme.yml path triggers so README
tables are regenerated when workflows change.

These agents/, commands/, and skills/ directories inside plugin folders
are generated by eng/materialize-plugins.mjs during CI publish and
should not be committed to the staged branch.
- Remove 185 materialized files from git tracking
- Add .gitignore rules to prevent accidental re-commits
- Update publish.yml to force-add materialized files despite .gitignore

Weekly scheduled workflow that scans agents, prompts, instructions, and
skills for potential duplicates based on name, description, and content
similarity. Reports findings as a GitHub issue with task list checkboxes
for review. Checks previous duplicate-review issues to exclude known
accepted pairs.
Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
Scans agents, prompts, instructions, hooks, and skills folders to
identify resources that haven't had a major change in over 30 days
(stale) or 14 days (aging). Runs weekly or on demand and files a
GitHub issue with the report.

Provides two options: rebase onto staged (with exact commands using
the contributor's branch name) or manually remove the files.
Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
Checks PRs targeting staged for agent/command/skill files or symlinks
inside plugin directories. These files should only exist on main
(materialized during publish). Requests changes if found.
Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
Cancel any in-progress publish when a new push to staged arrives,
ensuring only the latest version is published to main.
Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
PRs should target the staged branch. This workflow posts a review
requesting changes when a PR is opened against main, with instructions
to retarget to staged.

Replace Collections with Plugins as first-class citizens in the repo.
With the Copilot CLI v0.409 release making plugins an on-by-default
