Improve github-issues skill: fix MCP tools, add search reference, fix sub-issues docs (#888)

The correct syntax is dot notation (field.priority:P0) which works in REST (advanced_search=true), GraphQL (ISSUE_ADVANCED), and web UI. Also supports has:field.name, no:field.name, and date comparisons.
