CHANGE: Update prompts and add new suggestions (#255)
- Add new prompts for suggesting GitHub Copilot collections and instructions. - Improve the process and output format for suggested collections and instructions, prompts and chat modes. - Ensure all new prompts align with the current repository context and chat history.
